Thief Who Escapes into Manhole is Subdued with Pepper Spray
According to reports, he broke a window on a 23-year-old woman’s car and took undisclosed property before fleeing from police into a storm sewer.
The report went on to say that the thief then climbed out of a manhole and continued to run from law enforcement. Police eventually found him hiding behind a dumpster and employed pepper spray on him before he was taken into police custody.
