Pepper spray is an illegal self defense weapon in Canada, but bear spray isn’t. There are a lot of bears in Canada and so it is understandable why bear spray is legal. But people have been misusing bear spray quite a bit recently in Canada, as well as using pepper spray that they have acquired illegally.

In 2007, twelve-year-old Zina Linnik was kidnapped, raped and killed by a convicted sex offender, Terapon Dang Adhahn. Due in part to the public outcry and pressure brought to bear by a number of agencies, among them the Sexual Assault Resource Center, significant changes in prosecution practices are expected to make it much easier to prosecute child molesters.

Legal observers and victims’ advocates are predicting that the change in the statutes will help in the prosecution and conviction of sexual offenders. In allowing additional victims to testify, evidence of a pattern of abuse over the years can be built and is critical in a prosecution, says Mary Ellen Stone, director of the King County Sexual Assault Resource Center. “Having this other person or people say, ‘This happened to me, too, in the same kind of way,’ can absolutely increase convictions.” Juries can see, ‘Oh, there’s a pattern, he’s done this before.’ It can combat the idea that they can’t convict an 80-year-old guy because now they can see he’s been doing this for the past forty years.”

Up until recently, it has been extremely difficult to prosecute child molesters. In addition to exceeding the statute of limitations, prior sexual improprieties have generally been ruled as inadmissible. All that changed when state law began allowing additional victims to testify. The value is that such testimony can help build a case that shows a long pattern of abusive behavior. Over time, habitual offenders leave behind them a trail of damaged victims who often take their secrets with them to the grave.

When New South Wales senior general duty officers were each issued a stun gun no one expect one to be needed so soon. Unfortunately, trouble was brewing at a private home in Blue Haven. Early the next morning authorities received a call about a domestic disturbance. A twenty-six year old man who was obviously inebriated had armed himself and was threatening to do himself harm.

Stun guns, once thought of as exotic weaponry of the future, are now enjoying widespread acceptance as the non lethal weapons of choice for average Americans.
Whereas handguns were once the order of the day, especially when settlers were busy “taming” the Wild West, today’s requirements are different. In the past, besides just repelling borders, settlers had to shoot their own food and deal humanely with injured livestock and domestic animals. Firearms, both short- and long-barreled, handled the needs of our forebears.

Last week a small town in Texas passed a city ordinance allowing teachers to carry guns in school. Of course, many Texans grew up with good steel: knives, guns and cars. After all, the precision required for crafting a firearm is as close as producing a beautiful piece of fine jewelry. Applying the same logic to a school campus is a bit different.

Last week rallies were held stating that stun guns and Tasers can be used as weapons of torture and insisting that they are in violation of the U.N. Convention Against Torture. In the United States there are demands to ban them. Canadian officials are also revisiting questions of their use and legality.

Thus far in the Presidential race, Senator Obama has made it clear that his goals are to ban the sale or transfer of all forms of semi-automatic weapons, and increase state restrictions on the purchase and possession of firearms. He is quoted as saying, "I am not in favor of concealed weapons," "I think that creates a potential atmosphere where more innocent people could (get shot during) altercations."
